On November 16, 2016, the 市议会 adopted 决议16-58 establishing the Public Financing Authority (PFA) as the governing board of the Enhanced Infrastructure Financing Districts (EIFD). The PFA consists of three members of the 市议会 and two members of the public. The PFA membership is subject to compliance with the requirements of 第二章.20 of the City's 城市代码.
